Water and Wastewater Rate Study

Consultation has concluded

A Water and Wastewater Rate Study and Financial Plan has been done for the the Municipality by Watson & Associates Economists Ltd. (Watson), in partnership with CIMA+.

This study is an update to the Municipality’s 2014 Water and Wastewater Rate Study, is in accordance with Ontario Regulation (O.Reg.) 453/07 and meets the current strategic plan objective to implement a water and wastewater utilities 10-year financial plan.

The study was conducted so that the Municipality can:

  • Update water and wastewater service demand assumptions based on analysis of historical consumption and recent trends
  • Estimate future consumption levels
  • Identify all current and future water and wastewater system capital (i.e. infrastructure) needs to assess the immediate and longer-term implications and build a capital program for the future
  • Identify potential methods of cost recovery from the capital needs listing
  • Forecast annual operating costs and rate-based funding requirements
  • Provide an impact assessment on the rate payers and develop a long-term water and wastewater rate forecast

The study was presented to Council at a Special Meeting of the Finance Committee on Thursday, September 3, 2020. The report recommends that the water and wastewater rate is increased by 9.2% beginning in 2021. This change represents a $21.75 quarterly increase ($87 annual increase) on the water and wastewater bill for a typical residential household.

Below is a chart that shows the annual rate increase for a typical residential household (Based on 135 m³ of usage and ⅝" meter)
